Preliminary information

 

Operational Program Innovation and Competitiveness 2014-2020

 

Purpose of the procedure: Provide operational capital for Bulgarian micro and small enterprises to deal with the effects of the COVID-19 pandemic.

Expected result: Achieve a positive impact on micro and small enterprises in overcoming the economic impact of the COVID-19 pandemic and job stability. As a result of the implementation of the procedure, the supported enterprises are expected to continue their activities at least 3 months after the completion of the project.

Eligible candidates:

Legal entities or sole traders registered under the Commercial Law or the Cooperatives Act
 Applicants who were registered before January 1, 2019 and in 2018 and 2019 have been engaged in business (ie have sales revenues for each of the two years and have reported to the NSI)
Applicants who meet the requirements for a micro or small business under the Small and Medium Enterprises Act. Micro-enterprises have an average number of staff Applicants who registered a decrease of at least 20% in turnover for the month preceding the month in which the aid application (project proposal) was submitted compared to the arithmetic average in 2019 (calculation method: annual turnover for 2019 is divided by 12 months; April 2020 sales revenue should be 20% lower than 2019 average monthly revenue.
As of December 31, 2019, the applicant company should not be in difficulty
 

Applicants who:

They are micro-enterprises having their headquarters or branch in a rural municipality and have declared for support activities under the project to be carried out in a municipality on the territory of the rural areas in the Republic of Bulgaria;
They are undertakings carrying on their main economic activity or applying for the financing of activities which, under NACE.BG-2008, fall within Sector C - economic activity code 10 "Food production" (10.1, 10.2, 10.3, 10.4, 10.5, 10.6, 10.81, 10.83, 10.84 and 10.91) and code 11 "Manufacture of beverages" (11.2, 11.3 and 11.06)
Make investments related to processing and / or marketing of forest products, processing and / or marketing of agricultural products in non-agricultural products in rural areas;
Develop activities in the Fisheries and Aquaculture sector, primary production of agricultural products, production and marketing of agricultural products, steel, coal, shipbuilding, production of synthetic fibers, transport, as well as related infrastructure, production and distribution of electricity and energy infrastructure.
 

Eligible activities: Depending on the specific needs of the enterprise, e.g. rental costs, salary costs, materials and supplies costs, service costs, etc.

 

Eligible costs: Costs needed to overcome the shortage of funds or lack of liquidity resulting from the epidemic outbreak of COVID-19.

 

Notes:

Costs must be made after 13 March 2020 by the date of submission of the final report on project implementation;
After the completion of the activities under the grant contract, the beneficiary is obliged to prepare and submit to the Managing Authority a final technical and financial report containing information on the overall implementation of the activities and the results achieved;
The costs must be for the goods actually delivered and the services provided;
Accompanying Documents - Projects are submitted through UMIS 2020 only through a valid Qualified Electronic Signature issued to the name of a person with the right to represent the applicant (eg the manager).
The following documents should be attached to the project:

Declaration of the circumstances under Art. 3 and Art. 4 of the Law on Small and Medium-Sized Enterprises - by the Model;
Declaration of financial data - in the form;
Administrative contract for the grant of financial aid under the procedure - in the form;
Certificate of no obligation to the municipality at the applicant's seat (issued no earlier than 6 months before the date of submission) - original or copy certified by the applicant (the document is not attached by the applicants whose seat is in the territory of the Sofia municipality );

IMPORTANT: No funding will be provided to applicants who:

They have obligations to the state or municipal budget. If found, they should be covered within 3 calendar days of their establishment;
